The so-called war is nothing but the final solution to political differences, and the initiator is often the perpetrator.
War is not without rules. If you want to break the rules, you can't blame others for revenge in the same way.
Those who win the hearts of the people win the world. If you don't win the hearts of the people, how will you be pushed to power? How can there be a fanatical "100 million jade fragments"? Since 1894, Japan has never failed, leading its own people to believe that the failure of this war was a mistake.
