Feeling a little cheated

I thought it was a movie that could end in one episode, but it turned out to be the beginning of a new series.
The overall feeling is similar to The Bourne Identity, without too many new ideas.

The most unreasonable place is Edward Norton. Since this project can be abandoned,
as long as the files are burned soon, why should all the field agents be killed,
and there is a LARX plan in addition to the Outcome plan, and it is safe and sound.

It feels that there is nothing at all, and someone has to make something happen,
otherwise they will not be able to show their authority. Are all leaders like this? Ha ha
