The title of this episode refers to the fact that Detective Jimmy McNulty has targeted Avon Barksdale's drug gang as an investigation target.

The lines appear in the scene where McNulty complains about his colleague Bunk Moreland.
Bunk took on a murder he could have skipped - he wasn't on the police shift. Bunk didn't want to learn from Lei Feng, he rushed to take the case because the deceased was found in the house. According to statistical principles, the cause of death of the deceased in the house is likely to be a case of drug overdose, which is easily solved. On the other hand, the case of throwing corpses on the street is not easy to say.
Ironically, McNulty made the same mistake, and more so. He started investigating drug boss Avon Barksdale, whom no one had ever heard of, and jumped to report it. This is where the story of the first season begins...
