Suspense is lackluster

Six bullets, five dead, the mysterious gunman created a massacre in the downtown area and sent the entire city into panic. Police officer Emerson captures James Barr (Joseph Sikora), a former army sniper, based on coin fingerprints and bullet casings in the on-site parking meter. But he insists on his innocence and asks to find old acquaintance Jack Richard (Tom Cruise), who served in the army together. With James Barr beaten unconscious in prison, Jack is left alone to find clues.
Although James Barr's shooting and killing of civilians during his service made Jack think that James might have committed a crime, Jack believes that if James did it, he would definitely be on the highway bridge, so that there is no need to get out of the car, no parking meters, no cameras , no backlight, no traces of bullet casings, etc., and can easily escape.
As James Barr's attorney, Helen is also investigating the case and confronting the case's prosecutor, her own prosecutor's father.

    Jack Reacher: Wait. I've been followed from day one. Only three people knew I was here. Emerson, your father and you. You need to ask yourself, "Who has the most to lose if we clear Barr?"     Cash: When did he get out of the Army?

    Jack Reacher: [smiles] Well, I didn't say the Army.

    Cash: Well, you said you served with him. You're no jarhead. Man on a flying horse could see that.

    Jack Reacher: I work for Barr's attorney. We have reason to believe he's innocent.

    Jack Reacher: Be that as it may, I'm the only one who's bothered to track him this far. You help me out and I'll be in your debt.
