How did this movie appear in the 21st century?

How could this movie appear in the 21st century? It's completely the same as the mid-1990s or even the 80s, reminiscent of "The Garrison Expendables". Of course, "Garrison Expendables" does not have cameos from Bruce Willis and the Governor of California, so the strong cameo lineup is the biggest highlight of the film!

Dolph Lange had a total of two random fights with Jet Li, plus killed an enemy pony, basically just to get paid. And Jet Li was even more idle. From start to finish, he had two fights with Dolph Lange, almost getting killed each time. Of course, there are a few other dudes (including the screenwriter) who also dine, so I won't go into details.

ps: I just saw a comment, what is it called "bang", the text is a series of "bang bang bang bang", I strongly condemn this kind of spoiler with the title! Whoever wants more spoilers, I will "bang bang bang bang" to him!
