It's just that the person who really has the ability to make the lamp god realize his three wishes is not the bard Dandelion, but the witcher Geralt.

Remember how Dandelion got his vocal cords damaged by being clamped to his neck by the lamp god?

Because Geralt told Dandelion to shut up at the time, the Djinn fulfilled this first wish and hurt Dandelion's vocal cords to shut up.

The second wish was that Geralt had just been beaten by the guards and wanted the other party to be blown to pieces. As a result, the second wish came true.
