With the Doctor there, they were powerless to stop their actions, and in the end they had to watch the Tyrannosaurus Rex be brought back to the city. Then the catastrophe broke out in an instant. Who was that poor man who escaped through the glass door one step late? It was swallowed without a word. Remember what the doctor said in the first step: life has its own way out. So did humans, and so did the Tyrannosaurus Rex. If artificially mixed together, it is bound to cause an accident.
If the order is destroyed, it means that life will be ruined.
