Answer: Sheriff Kunnan, who had undercover data files, was regarded as a police ghost and died on the street on the spot. On the rooftop, Bill grabs Cole to reveal his identity as a ghost, but is beaten to death as he gets off the elevator. Cole is also shot and killed by Sheriff Quinn's colleagues at the end of the credits.
