The number of stars outside should have exceeded the demand. But such a result will lead to some stars not being sold, which will lower the price of the stars. If the star price is very low, it seems that everyone does not need to be desperate to grab it in the game.
Big bosses shouldn't let that happen. In the movie, halfway through the game, he also said, "You still have XX people left, with XX cards per person, and 2.88 stars per person." This shows that there are indeed fewer stars.
At this time, some people have been locked in the small dark room, and the stars of these people are circulating in the field.
