The film tells the story of an ordinary cameraman in Shanghai who makes a living by taking pictures of others. In his eyes, the Suzhou River is a dirty river running through Shanghai, and different lives of ordinary people happen on both sides of the river. One day, the owner of a bar approached him and asked him to take a photo of something special. The owner gestured back and forth, and he realized that it was to attract business and asked him to take a picture of the mermaid swimming in the store. The photographer gradually became acquainted with Meimei, the girl who played the mermaid, and learned the story of Ma and Peony from her mouth. Motor is a delivery gangster postman who hauls items of unknown origin from one part of the city to the other on a motorcycle bought from thieves.
