The virus spread rapidly among the homeless at first, and then the police ignored it and the crowd discriminated against it. The film may be criticizing the discrimination and inaction of the homeless. I don't really understand the other meanings, maybe I'm just ignorant. All in all, I personally feel that there is nothing innovative about this film, and the plot logic is chaotic.
