There is also no hard evidence against this explanation in the story, and one could even say that all clues point to it as the most likely explanation.
Did Tashiro and Garner have a good time? Preferably not, for reasons similar to the first paragraph. Hijikata Toshio just speculated/brained that they had a better time.
