The doctrine of nationalism is a limited tool to contain the pressure of popular democratization, excluding the enemies of the nation from the enjoyment of democratic rights.

Nationalist elites often say that minorities, working-class, rival elites, or other political opponents should be excluded from political participation, often accusing these groups of lacking proper national qualifications and collusion with outside forces.

Not only does this strategy help to limit the democratic rights of those "enemy within", it is important because it has a booing effect on the free expression of all citizens.
