In the middle of the 22nd century, the earth did not become better with the advancement of civilization and technology, but became a hopeless ruin and wasteland under various greed and poison. A few extremely wealthy people abandon their hometowns and build a paradise-like paradise on the space station floating above the earth, and continue to live a happy life of enjoyment and luxury. The vast majority of the poor have to stay on the scarred earth, linger in desperate chaos, and at the same time are forced to endure all kinds of harsh and ridiculous federal regulations. They are struggling to earn a thin livelihood under the industrial system established by the rich, sometimes looking up at the sky, dreaming of emigrating to the space station and starting a new life as soon as possible. Reluctantly under the iron fist of government official Dracourt (Jodie Foster), the stowaways turned into fragments in the universe time and time again.
