I think at least one thing is certain: Stone hates Cheney, hates Rumsfeld, and despises Rice with extreme contempt. These three images are simply the center of Stone's grievance.
It is also possible that Stone hates Jr. Bush very much. But he cleverly told the audience: It's not your fault to be stupid, and it's your fault to be president.
