First, let’s revisit the joke that the Joker said at the end of the film that made Batman amused:

The two lunatics in this joke are Batman and the Joker. The lunatic who happened to jump over the roof was Batman. And the one who didn't jump over was the clown. Batman insists that the Joker should jump over the roof and cross the abyss, and is willing to help him and show him the way (turn on the flashlight). The clown insisted not to jump over, thinking it was meaningless. Because of fear? Not really. Why does the clown never want to take this step?

Obviously, both of them have their own perverted persistence and pathological persistence. Batman insists not to kill, no matter how vicious the villain, he must be sent back to prison or Arkham, just like turning on a flashlight in that joke. Deceive yourself and others, that's all. Isn't the so-called absolute justice a joke? And the clown has already seen through, he knows that nothing can stop himself, the prison cage? Arkham? There is no way to stop a criminal genius like himself. There used to be a doctor who claimed to heal himself. Now he has been assimilated and turned into a Harley Quinn. In the face of these lunatics and villains, is treatment useful? Is detention useful? To put it ugly, the clown returned to the Arkham Club when he was tired. Want to go out anytime. So the Joker would not take that step. On the contrary, he would still laugh at Batman on the other end of the abyss and laugh at his uselessness.

It is precisely because of the existence of super villains like the Joker that the superhero like Batman has the meaning of existence. Otherwise, ordinary police can deal with ordinary fraud and robbery. So the Joker made Batman.
