The film mainly satirizes the dangers of nuclear radiation, and the slowness of the Japanese government's implementation of decisions. It is difficult to make decisions quickly and procrastinately in times of crisis. The Prime Minister has too much power.

The most touching part of the whole film is the speech he gave to the crowd in the final battle. He's passionate, he's a fighter in the dark, he's a smart and lucky guy, and he's driven, he's the idealized person the director wants to express.
