In my understanding, the monster man on the moon refers to the male protagonist's negative emotions, and the white-haired woman refers to the male protagonist's positive emotions. The first time the monster man appeared was when Rubberhead was born, the male protagonist fell into panic and fear, and the other time was when the male protagonist just killed Rubberhead, showing the guilt in the male protagonist's heart. The first time the white-haired girl appeared was when the male protagonist had the idea of killing monsters, the second time was when the male protagonist had sex with the neighbors in his dream, and the last time was after killing the monster, implying the male protagonist's inner liberation.
In addition, the freak is called the rubber head, the head is big and the body is like a sperm, it seems to be associated with sex. And the rubber head has been bound in bandages, perhaps what Lynch wants to express is that sexual restraint is the source of trouble? I'm not so sure about that.
