Counterterrorism version of "Train Dilemma"

A very interesting film, not for the purpose of telling a story, but for showing a possible moral dilemma with images.

There is a moving train. If you keep going, you will kill five people. If you turn the track wrench on your hand, the train can enter another track, and one person on it will be killed, but the five people on the original track will be killed. Individuals are spared, will you go and pull that track wrench? - The train dilemma

This film is to use all its strength to create a similar dilemma. The British counter-terrorism agency finally found the whereabouts of important figures of the extremist organization, but they were in the area controlled by the militia of the extremist organization and could not be arrested on the ground. These men have already carried out multiple terrorist attacks with high casualties and are preparing to launch two more suicide attacks. High-altitude drones can launch targeted air strikes on them, but the innocent little girl selling flatbread next to their house is likely to be killed too. Will you launch this air strike?
