After the turbulent Meiji Restoration, Japan ushered in a new era. In the tenth year of the Meiji government, an ominous atmosphere pervades Tokyo. The wicked industrialist Takeda Kanyanagi manipulates the female physician Gao Hahui to develop a new type of opium, which openly recruits the down-to-earth warriors, buys the surrounding land aggressively, and methodically realizes his wolf ambition.
