I just finished watching the movie. I didn't understand it the first time. I watched the conversation between the police chief and the mayor several times. I finally understand luke's life experience, I understand it myself, please forgive me if it's wrong.

First, there's the mayor, Danny. When Danny wasn't the mayor, someone needed to get organized to destroy the gangsters of New York. So through some kind of relationship, the people who got the picture from the superiors are Alex and Luke. (There is no need to explain who the superior is in the film...)

Alex and luke can be called ghost killers. While working for Danny, he killed many gang leaders. But only when Luke found out that Danny and his superiors had a deal with the gang, he chose to report and stab the basket. As a result, he was expelled by the oppression of internal gangs.

After that, luke chose to live an ordinary life. There is a fragment at the beginning of the film where the Russians killed her wife and said he was a garbage worker.
