The backwardness of civilization does not mean barbarism. They are equivalent to honest peasants who only own land, and the aggression of modern people disturbs their peaceful life. Do they need "civilization"? It doesn't seem necessary, because they live happily.
It seems like a metaphor that Indian women like English men. Aboriginals are kind and affectionate women, modern people are greedy and ruthless men.
