The background of the story takes place in Rio de Janeiro. In order to control the number of corpses in the area, the corrupt Brazilian police department throws corpses from Area A to Area B at night, and then is thrown back to Area A by Area B. In order to generate income, the policemen eat and drink in all the shops, put punishment labels on roadside parking, and employees need to submit evidence to the department leaders when they ask for leave... and so on. Under the concatenation of this huge corruption chain, and under the management of the entire order in name only, the entire Rio de Janeiro presents a state of "looking beautiful".

As a result, members of the Rio de Janeiro police elite "BOPE" joined this beautiful police force as rookies.
