Since Bianjian, who is a self-made policeman, knows that the founder of the Human Wolf Organization is an instructor who trains the Capital Police, the Human Wolf, an organization defined as neutral by the director, actually has a constant relationship with the Capital Police, which makes Bianjian's final misstep. It seems far-fetched. In terms of behavior, I can't see the substantial difference between the human wolf and the capital police. Its externalization as the film's theme is a failure in the plot setting.
