This cartoon reflects the typical American way of thinking: Americans are like bears and often do wrong things, but it's not the bear's fault. It's the deer's fault with a bad idea. So the bear must be forgiven. The same fawn has a bad idea because he doesn't have a happy American family to take care of him. . . Etc., etc. Therefore, there are no bad people in the world, and if there are mistakes, they are unintentional.
