1. Weigh the discourse on how people with disabilities are addressed.

The implied meaning of "handicapped" is inherent incapacity, inability to perform functions (life, work, etc.) normally, and isolation from society. "Disabled people" is a bit more semantically friendly but still has the connotation that someone is "incompetent". A more friendly expression is people suffering from disability, but suffering from implies that disability must be a painful thing, and only people with a disability/disabilities have the right to speak. So yeah, people with disabilities is a relatively neutral title.

Of course, since the most basic reason for these names is to give the right to explain the experience of disability to the people with disabilities to explain themselves, so if you encounter anyone in your life calling yourself handicapped, of course, there is no problem.
