The ending reminds me of «Water Margin». It is really sad that surrender is the final destination. In a society, when the minority and disadvantaged groups do not need to choose to surrender and can live the life they want, this shows that it has reached a certain degree of tolerance, equality at the system level, and diversified channels for improvement.
There is another point to reflect on. The United States already had a systematic stray dog management and pet dog registration system in the 1950s. After 70 years, we will just start to look like some big cities, and see the gap in details. How old is it?
