The zombie side in the film has not attacked the outside since it was surrounded by walls. It's not that they are incapable, but they think that there is a real free country. I think zombies can represent the civilians in the war years. The country lived quietly, and the first subject to be infected was the leader of the free country.
The president who finally dropped the nuclear bomb, and the Japanese who was going to build his own zombie army, represented bureaucratic capital, and they decided the life and death of this civilian, even if the protests of humanitarians outside the wall were so strong.
Finally, the protagonist group, they are like those soldiers in the United States who are reluctant to fight. Forced to do things they don't want to do, they are the people who are played with their lives by the bureaucracy.
