My sister and I sat in front of the TV for a long time. Why can a few terrorists hurt hundreds of people? This does not conform to my logic, why are so many people injured?

Today, after the last class on Friday, I started watching this movie - Hotel Mumbai. This is the first time I've watched a terrorism-themed movie, and the most terrifying thing is the opening sentence "BASED ON TRUE EVENTS".
The film opens with ten teenagers arriving in Mumbai in kayaks, their "brother" voices coming through their headphones. He encouraged the group of teenagers to carry out massacres in the city. In the backpack were guns and grenades, more than enough weapons for unarmed civilians.
They obviously had a plan, going to train stations, hotels, neighborhoods in batches... Wherever there were more people, they were decisive and unrelenting. After sneaking into the Mumbai hotel, they "calmly and naturally" began to slaughter, and the brother over the headset was also excited about their "harvest". All I can think of is the word "perverted", which is simply insane.
Because of the arrival of these ten people, almost the entire city was in disarray. The police force was insufficient, the training was insufficient, and the equipment and personnel were unable to arrive in time. You know, that is Mumbai, India's largest port. So, China's largest port is Shanghai. Do you know what police force level Mumbai should have as a country's largest port?
But it didn't. In the best hotel in Mumbai, four terrorists kept looking for people to kill, and the rescue was not in place for ten hours. Six police officers were sent in, their weapons were rifles and pistols (it is reported that most of the Mumbai police robbed at that time were British Lee Enfield rifles similar to the Japanese 38 Dagai), and the other party was holding an AK47. Four policemen were killed by grenades as soon as they got in... I'm not mocking the ability of the Mumbai police, but I want to say: when we stay in a safe environment for a long time, we may really be unable to deal with emergencies. And the mastermind of this terrorist attack has not been arrested so far.
After watching the movie, I checked the terrorist attacks in China, and every single one of the incidents that I could find was disturbing. There is a real possibility that terrorist forces will infiltrate us at any time. Counterterrorism is not a distant topic. Religious infiltration and infiltration by foreign powers also occur at any time. In the past, I always felt that such topics were not practical, but if we did not take precautions in advance, I am afraid that when the day came, we would only be helpless.
