People like Salomon are calculating, he knows his value to the Nazis, he knows how to maximize that value, he tries to help others, but he also tries to protect himself. This is different from Burger's only wanting jade pieces and not wanting tiles.
The Nazis failed, maybe because they delayed the coinage, but it wasn't in their calculations, it just happened to happen. Salomon has been making counterfeit money, and it is only because of Burger's destruction and his own determination not to sell his countrymen that the time is delayed again and again. Salomon wouldn't be a hero without Burger.
In the end, Salomon used an almost cathartic money-throwing behavior to express his dissatisfaction with his counterfeiting for the Nazis. But if he did it all over again, he wouldn't be like Burger. Even if there is no Burger around, will he really become an accomplice of the Nazis, and everything is just to keep more people around him. So is he a hero or a sinner?
