The play has always emphasized that this is the last dragon. As soon as the blue dragon appears, the oppressed people have a chance to overthrow the tyranny; but the wizard is riding a monster similar to a black dragon, and the king at the tail will release another. Monsters (looks like dragons too), contradicting themselves and making people not depressed.
The rookie Eragon didn't see anything special, and it was worth waking up a dragon that had been sleeping for 1,000 years. The story is long and protracted, making people sleepy.
Resisting tyranny may be the only gain I get from watching this film, of course, the premise is to have a dragon first.
