Detective Ray Verklew (Colin Farrel) works in Finch, California, and has fallen into depression for many years. He is divorced, alcoholic and has a bad temper. He is under the command of Frank Semyon (Vince Vaugh), a local gang leader who killed the man who raped Ray's wife years ago. He did odd jobs for Xie Miao, such as beating up a reporter who had recently written about a series of organized crime incidents. Verkrue's latest job is to find the whereabouts of Ben Kaspare, the municipal executive who has been missing for several days. Ventura County Sheriff Anne Bedras (Rachel McAdams) is successful at work, but alienates her sister Athena, a porn anchor, and her father, a new religious leader. California Highway Patrol cop Paul Wardluff (Taylor Kitsch) learns that he's been suspended after a young woman lied that he asked her for sex before he was released.
Late one night, a man was found dead on a bench on the side of the highway. Three police officers from different cities and different government agencies gathered together to investigate the case. During their investigation, they gradually discovered that the case was far more complicated than they had imagined.
