The plot of this movie is more complicated, because it is not easy to understand because of the difficulty in distinguishing the names of people and the indistinguishability of what the characters say is true and false. In fact, it is about the politics of small people (even heroes) being manipulated and betrayed. Katie is a multiple spy, with the Soviets behind them, they made a deal with Hoffman, and the two heroes obsessed with killing Hoffman would sabotage this political deal, Katie betrayed them not for money, but for money. It is the result of the coercion of multiple political forces, which is the key to understanding. Winter isn't a traitor, just a juggling politician
