It wasn't for ATM money at all, and he didn't have to kill anyone to withdraw money from the back. In the end, he didn't carry any money and just took another souvenir. It wasn't revenge or anything, it was just a hunting game. Killing passers-by is because it gets in the way of his entertainment. This slaughterman chooses public places that are monitored by probes, and has studied the performance perspective and scope of various monitoring heads. He has also studied how to block people in buildings and go crazy without being photographed for fun. In addition to this ATM, he has many other similar public places with probes as his hunting grounds. Such as "MINI-mart" and so on.
