This is an injustice story that depicts a political struggle between the Ministry of Public Security and the Capital Police in a fictional era (really fictional?).
The seemingly dumb protagonist, Fu Yigui, a member of the capital police, witnessed the self-destruction of A Chuan, a female student, while suppressing the mob, and got to know her "twin sister". Fu Yigui's identity as a capital police officer and Achuan sisters' terrorist identity were used by the Ministry of Public Security, hoping to destroy the capital police force in one fell swoop. But the public security did not expect that after the destruction of the terrorist group "Czechte", the mysterious "Human Wolf", a newly emerging third force in the capital circle, would also be watching the two of them. In the turbulent political whirlpool, the fate of Fu Yigui and Achuan has long been doomed.
In addition to cruelty is involuntary confusion. With the complex of the 1960s, the Oshii Moriwa series erected a monument to Japan in that era. Including animation, movies, novels and manga, the plot of the theatrical animation is somewhat close to the first chapter of the manga, but more complex and chilling.
