Humans, AI, Rules

Does AI have to follow the set rules?
probably.
Then, rules have the highest limiting power for AI.
But what about rules for humans? There seems to be no such power.
In fact, human making rules is not an end, but a means.
So when a higher purpose arises, humans tend to ignore the rules. For example, the war criminals like Hitler always ignored the peace treaty and started war.
Then, ignoring the rules (or modifying the rules, trampling the rules, whatever you want to say) will become the last despicable means for humans to defeat AI.
For example, in chess, checkmate the opponent to win. But if after the chess is played, the human announces that the side who has the rook wins the game - the human can change the rules at will according to their own advantages. Then AI has nothing to say.
Rather, compliance with the rules is the difference between humans and AI.
Some strongman logic likes to say: Rules are made to be broken. As a result, a barbaric style is created, and as long as it is beneficial to himself, he is unwilling to follow the rules of the big and small.
So, profiting by breaking the rules is the only despicableness of human beings.
