The film tells that after the outbreak of the Pacific War in 1941, the Jinpu Railway through Shandong became one of the most important strategic lines of communication for the Japanese army in mainland China. Around the Zaozhuang section of the Jin-Pu Railway, there is an active anti-Japanese guerrilla group. This guerrilla group is mainly composed of several railway workers from Zaozhuang Railway Station. The captain is Ma Yuan, who is the porter foreman of the railway station. They work in the railway station occupied and managed by the Japanese during the day, and go out for secret activities at night. Using their familiarity with railway lines and their special skills in picking up and driving trains, they use a small guerrilla force with a large number of well-equipped Japanese regular troops. The competition has caused a very big impact. The local people have given this team a resounding name, called the Railway Flying Tigers.
