Yes, Eddard Stark has always represented nobility, justice, and loyalty. When such a great man was imprisoned and then beheaded, the show tells us that nobility and integrity cannot play this game of power. And the representative of the bad guy in the game center is Cersei. She has implemented a series of methods to protect Eddard Stark to the point of being ruthless. If Eddard Stark represents the highest point of morality and honor in this epic, then Tyrion is undoubtedly the one who can lead the whole epic and affect the entire world of Westeros.
