The landlady is indeed mentally ill, and the tenant does exist (there were witnesses in the double corpse case, who said that he was about the same height as Manning, obviously the height of the landlady did not match), and the previous killings were all done by the tenant alone (several prostitutes were apparently I'm teasing the murderer), I think the most difficult thing to understand is the ending of the last case.
