After 10 episodes, I feel that the plot is actually not bad, so why did you give up this drama in the first place?
There are two main reasons:

It was not until the Snowden incident broke out that the "Prism Project" was exposed. It turned out that this drama was a preventive measure. It affected the public's consciousness before the "Prism Project" was exposed, and told you that national surveillance was necessary. If you don't believe me, watch it and suffer. People cover all walks of life, maybe one of them is you. If it weren't for this "system", how many people would die innocently, so the "Prism Project" is inevitable. But after excluding these two points, the whole drama is still flawed, and the score can even be around 8.0-8.5, which is already a very high score, and it is worth collecting and watching.
