Who controls the fate of man? Is it you and me or him?

When I saw half of it, I couldn't help but wonder who controls the fate of the staff of the Destiny Planning Bureau?
Later, the film said that the staff of the Destiny Planning Bureau were also in this bureau, and they also had to go through some kind of test.
So who is the head? so, Who is the Chairman? Chairman? Could it be Chairman Hu?

Although the old man is out of ten this year, he has long sneered at this kind of proposition. The result of countless reflections is nothing more than an explanation that strikes a balance between free will and absolute destiny.
