Although some of the evidence used by the judge was considered unacceptable by the French parliament, the judge issued a second report in 2006, again identifying Kagame as the man behind the scenes, leading to the severance of diplomatic relations between Rwanda and France. In 2007, another report alleged that the French might have been directly involved in the missile launch, making the whole incident even more chaotic. The French judge who became famous also issued arrest warrants for Kagame and eight assistants. In November 2008, these arrest warrants finally led to the arrest. An important assistant of Kagame was arrested in Frankfurt, Germany. Arrested and then transferred to France for questioning.
