President Vulcan's point of view is right, too large a federation multiplied by a long time scale, and there will always be a black swan event.

In all fairness, the federation is actually very fragile. The larger and more complex the system, the more weaknesses, and the long-term scale multiplied by such a huge scale will inevitably happen.

The Federation has even survived a world war such as the Time War. A scientific research ship crashed, and a black swan event such as the genetic mutation of a crew member's child can cause a hundred-year-old behemoth to collapse in an instant.

Although the probability of a black swan event is small and pitiful, it cannot stand the huge scale of the federation, and in a long-term perspective, a black swan event is almost inevitable, and every time it is at the level of extinction. This time made it through, what about the next time? Do unpredictable things count on a superhero to save the game every time?

That Hope Is You, Part 1 quotes

  • Cleveland Booker: You believe in ghosts.

Michael Burnham: What does that mean?

Cleveland Booker: That badge on your shirt. Sometimes you see a guy with one of those badges getting himself all worked up about the Federation. The old days. True believers. Can't handle that it's gone.

  • Aditya Sahil: Commander Burnham, now I'll tell you a secret. I'm not a commissioned officer. You see, my father was, his father before him. But, unlike them, I was never officially sworn in. Today is that day. And that hope is you, Commander Burnham.

Michael Burnham: [to Booker, smiling] True believers.
