I put forward a conjecture that the change in the number of layers is related to the number of kills (the number of people eaten) by the prisoners. This can explain why the male protagonist and the female protagonist can miraculously ascend to the 6th floor after being assigned to the 202nd floor.

5. Personally, the purpose of prison is a tool for politicians. Politicians can't solve social problems, so they made this prison instead.
