1. Justin Foley
Justin, with that damn charming smile on his face, was Hannah's first love. He went on a date with Hannah in the park, filmed Hannah's walk-out, then went viral on campus, and said he did it with her on the slide in the park. Actually only kissed.
Also, at the party at Jessica's house, Bryce didn't stop raping Jessica. Hannah may be partly blaming herself here, too, because she and Justin are the only ones who know and do nothing.

2. Jessica Davis
When Jessica first moved in, Hannah and her became good friends. Hannah, Jessica and Alex were an inseparable trio at the time, but when Jessica and Alex started dating, her relationship with them became estranged. Later, Jessica and Alex broke up. Jessica thought it was Hannah, so she slapped her.

3. Alex Standall

When Hannah went to question him, he confessed to Hannah, but Hannah rejected him, so in a fit of rage he spread the picture around the school. However, the photos did not directly show their faces, so it was hard to tell who they were.

5. Courtney Crimsen
She was good friends with Hannah for a while. One night they were drinking together in Hannah's room, playing Truth or Dare, undressing, and then she couldn't help kissing Hannah, only to be caught on camera by Tyler. Because Courtney has a pair of gay fathers, she is afraid that others will know she is gay, so to protect herself, she spread rumors at the school that the person in the photo is Hannah and a lesbian in the school, and she is also concerned about Hannah and Justin. 6. Marcus Cole

So after that, I stole all the anonymous notes written to Hannah in the communication class (actually Clay gave Hannah a note with a cute bunny drawing). Hannah wrote to him and told him that those little notes were very important to her and asked him not to take them away, but he threw them away in public after reading them. (Doubtful here, because Zach still has the letter. Maybe he lost it and picked it up again? But Zach said he didn't lose it.)

8. Ryan Shaver
He and Hannah went to the same poetry club, got along well with her for a while, and taught her to write poetry and stuff. Hannah later published a poem she wrote at the club, expressing her inner pain. Ryan had published the poem in the school magazine without authorization. The children in the school don't understand literature and art, they just laugh at the poem Hannah wrote.
Crime: Turning Hannah's pain into a laughing stock for students (though he probably didn't mean it)
9. Hannah Baker
Herself. Witnessed Bryce raping Jessica at a party at Jessica's house, but was too scared to stop it.
Crime: Failed to stop Bryce from raping Jessica
10. Sheri Holland
School cheerleader. On the night of the party at Jessica's house, she was driving Hannah home when she knocked over a STOP sign on the side of the road trying to find something for Hannah. Hannah told Sheri to call the police, but Sheri dared not confess, so she ran away. Then Jeff died in a car accident at this intersection.
Crime: Failing to admit to his own mistakes that indirectly led to Jeff's death
11. Clay Jensen
There has always been an ambiguous relationship between Clay and Hannah. They liked each other, but Clay never made it clear. At Jessica's party, Hannah and Clay almost did it, but she collapsed midway through and made Clay roll. Although Clay was stunned, he left her behind. Hannah said that he actually hoped that he would stay and be able to care about what happened to her. (But Hannah has said that Clay wasn't really a reason for her suicide. He was just taped because he was an integral part of the story.)

school counselor. Hannah confided about the rape to the counselor, but did not name Bryce. The counselor told her that if you don't want to call the police, the only way is to pretend nothing happened, forget everything, and move on with life.

1. Justin
His reaction after the accident has been that the contents of the tapes cannot be made public, and he has shown no remorse for what happened to Hannah. But he did testify to the saying "hateful people must have pity." His mother was an addict, who often changed men, brought men home to live, and took drugs with men at home. Justin is not a person who can hold his breath, so he often argues with those men, and then he will be beaten and kicked out of the house, and his mother has been standing by. Bryce always took him in when he had nowhere to go. He also ate Bryce when he had no money to eat. The money he needed in school was also given to him by Bryce's parents, so I think he did that when Bryce raped Jessica. There's nothing you can do about it. He tried to stop Bryce at first, but maybe he always felt in his heart that he owed Bryce, that Bryce was his benefactor, so he gave up resisting. Later, he was almost strangled by his mother's boyfriend and really ran away from home. Jessica ignored him again, and Bryce couldn't make a friend. He really didn't know what he should do.

I don't know why Hannah said in the tape that he had thrown it away in public. But he didn't seem to blame himself much afterward. His stance has always been weird, he wanted to stop the tape's contents from being published, but not as extreme as Justin and the others. Maybe he was also conflicted.

I don't think he meant it badly. He should simply think that Hannah wrote well, and of course part of it was for his magazine, so he just posted it. But he was wrong because he didn't ask his own wishes. And he didn't think about the consequences of things. Hannah's poem contains a description of underwear, which only adds to the rumours that she is a "slut". After the accident, his position was also quite neutral. Although he didn't think he was wrong, he was not as selfish as Justin and the others. There was an episode where he scolded Courtney and it was pretty cool.

10. Mr Porter
This real counselor is disqualified. When a bullied child comes to complain to you, you ask him if he did something to be bullied? Typical victim guilt theory. Same thing with Hannah, the girl told you she was raped by the boys at school and you let her move on. Hannah waited a long time in front of his office before committing suicide, but didn't wait for him to catch up. It's the kind of despair of being abandoned.
