I think the reason is that in order to show "human nature", Spielberg must let them waste a little bit, so that there will be hesitation, mistakes, and the plot of "human nature".
However, it feels far inferior to the spies in "Ghost in the Shell" and "Wolf" in terms of strength and efficiency.
