I see it. The captain was referring to Ann. The captain thinks that the ghost ship will destroy his hometown, so his anxiety has always been here. It also appeared, and everything seemed like a nuclear war was about to happen. So Ann took the lead in using Dr. Manhattan to create large-scale trauma. It's like the captain is all soldiers, and finally found out that he was too anxious and was forced to board the ghost ship. Alluding to killing is his end, and the atrocities caused by such anxiety are the real ghosts. So Dr. Ann and Manhattan are both too conceited, thinking they can see everything and use violence to maintain peace. Human anxiety combined with conceit is the end that led to the arrival of the ghost ship.
