The author (screenwriter) of "The Hunger Games" was obviously intentionally describing the future Roman Republic. This is why Katniss was stunned by the president after the 74th game: She proved that people can maintain human dignity in the harshest environment, or, in the words of the president, she gave them "hope." So the president wants Katniss to participate in the second game: He wants Katniss to kill people and destroy people's hopes.
