The book of eli is not an action movie, but a religious movie mixed with a few action scenes.

When the world is in chaos, there is no government, no organization, no real authority, and power determines everything. In such a world, people have no faith, but just live. Water can only save the lives of individuals. Carnegie saw this and controlled a small town and a little armament by controlling the water source. But he clearly knew that only by mastering people's thoughts could he control countless such small towns. So he went to great pains to send people to search for the Bible. Ironically, however, it is clear that the Bible represents salvation and redemption, but Carnegie has to be obtained through killing, which is destined to not be the chosen person by heaven.

From the film, we can infer that the war broke a hole in the sky, and the strong ultraviolet radiation harmed people and turned them into man-eating beasts.
