"A Dog's Way Home" mainly tells the story of the puppy Bella coming home. Why go outside? Because the animal police officer wanted to kill Bella, Lucas asked someone to send Bella outside to live.
Each puppy only chooses a favorite owner, and Bella chose Lucas, so Bella has to go back to the owner.
Animal cops kill Bella because as soon as an animal comes there twice, that animal is to be killed! Bella has already gone once, so she cannot go again or be spotted by the police.
